Panchayat Raj Act, 1994 (Kerala) – Merely because the roads have become vested with the Panchayat, consequent to the provisions of the Act, 1994, that will not take away the responsibility, duty and the obligation of the State Government to protect the welfare, and the life and liberty of the people of the State in accordance with the guarantee extended under article 21 of the constitution of India.

Constitution of India – Whenever there is a situation confronted by the citizens affecting their personal liberty the duty of the Government commences and ends only when the duty is discharged by the Government to the fullest advantage of the citizenry so affected.
